This is because the decomposition of organic waste requires bacteria. Those bacteria use dissolved oxygen for their respiration. The more BOD, the more bacteria. Since the amount of oxygen dissolved in the water is only replenished slowly by interaction with the air, a large BOD load will cause the levels dissolved in the water to go down for a time.
