The Executive Subcommittee Charter
Charge
- The Executive Subcommittee is charged with:
- Providing advice and recommending policy to the Director of OARnet
- Reviewing budgets and advising OARnet on monetary matters and administration
- Supporting OARnet leadership in the day-to-day management, policies, networking technologies, and state financial support of OARnet
- Frequent interaction with OARnet management on operational issues
- Reporting to member schools on policy and procedures and bringing recommendations to the OARnet Steering Committee (OSTEER) for approval
- Conveying OSTEER decisions to the OSC Governing Board via the OSTEER Chair
Membership
The Executive Subcommittee is composed of the OSTEER chair, vice-chair and secretary; the chairs of the standing subcommittees (Finance and OARtech); the chair of the Ohio Valley Internet2 Consortium and the immediate past OSTEER chair.
Interaction with the other Subcommittees*
The chair, vice-chair and secretary sit on the Finance Subcommittee, and may sit on the OARtech Subcommittee at their individual discretion.
Recommendations from the Finance and OARtech subcommittees are transmitted to the Executive Subcommittee for approval. If approved, these recommendations will be transmitted to OARnet management and/or OSTEER, as appropriate.
Note: Ohio Valley Internet2 Consortium is not governed through OSTEER, therefore the rules in this section do not apply.
Officers
The OSTEER chair, vice-chair and secretary also perform the equivalent duties on the Executive Subcommittee.
The chair is responsible for:
- Scheduling, setting the agenda, and chairing all OSTEER Executive Subcommittee meetings
- Serving as a liaison with the Director of OARnet
- Reporting to OSTEER all recommendations for consideration and possible adoption
- Acting as liaison with other groups, such as OhioLink, that utilize OARnet services
The Vice-Chair is responsible for:
- Action in place of the Chair during his/her absence
- Acting in place of the Secretary during his/her absence
The Secretary is responsible for:
- Recording the minutes in the absence of a designated OARnet staff recorder
- Reviewing the minutes supplied by OARnet
Quorum
A quorum is defined as a majority of the Executive Subcommittee members. In making decisions, a simple majority of votes cast will affirm a result.
Meetings
The OSTEER Executive committee will normally meet immediately prior to the OSTEER meeting. Additional meetings may be scheduled as needed.
Changes
Changes to the Charter of the OSTEER Executive Committee will be recommended by the OSTEER Executive Committee and approved by OSTEER at a regular OSTEER meeting. In approving changes, a simple majority of votes case will affirm the change(s). |
