OSTEER Finance Subcommittee

Charge
The OARnet Finance Subcommittee is charged with:

  • Supporting the OARnet Steering Committee (OSTEER) with regard to financial decisions relating to costs and pricing issues which involve the OSTEER membership.
  • Reviewing the OARnet budget.
  • Reviewing the fee and pricing structures for OARnet membership.
  • Reviewing OARnet services available to members.
  • Making any proposed recommendations to the OSTEER Executive Committee.

Membership
The OARnet Finance Subcommittee will consist of three non-voting members and a maximum of nine voting members – each representing a separate OARnet member institution:

  • The three non-voting members are the officers of the OSTEER Committee: Chair, Vice Chair, and Secretary.
  • Of the nine voting members there will be no less than one representative from each of the following three groups:
    • One representative of an IUC institution (Inter-University Council of Ohio, members are the state universities and medical colleges)
    • One representative of a two-year institution
    • One representative of a private institution
  • In the absence of a representative of one of the groups listed in b), a non-voting member of that group from section a) may become the voting representative of that group.
  • Only one representative from a dues and fee paying OARnet institution may be a voting member.
  • A non-voting member may vote for their group if that person is the only representative of one of that group.
  • Anyone holding a leadership role in IT and/or networking at a dues and fee paying OARnet institution may volunteer to be a representative. All representatives are approved by the OSTEER Executive Committee and are encouraged to attend all Finance meetings to retain their membership. Terms will be for two years, renewable at the discretion of the OSTEER Executive Committee.
  • OARnet representation at open meetings – the Director of OARnet determines who will represent OARnet. Representatives attend ex-officio. One OARnet representative will act as secretary at each open meeting.

Officers
The officers of the Finance Subcommittee will be elected by its members at the fall meeting and selected from the non-OSTEER officer members. The offices will be: Chair and Vice Chair. Terms of office will be two years. At the end of the Chair’s two year term, the Vice Chair will automatically succeed the Chair and a new Vice Chair will be elected. There is no limitation on the number of terms to which an individual can be elected as Vice Chair. In the absence of a Vice Chair, the Chair will remain in office at the discretion of the OSTEER Executive Committee.

The Chair is responsible for:

  • Scheduling, setting the agenda, and chairing all Finance Subcommittee meetings.
  • Communication between the Finance Subcommittee and both the Executive Committee and OARnet.
  • Reporting to OSTEER all financial information and recommended changes to fee structure.
  • Reviewing the minutes from Finance Subcommittee meetings.
  • Holding Vice Chair elections every second year (or when the Vice Chair position is vacant).

The Vice Chair is responsible for:

  • Acting in place of the Chair during his/her absence.
  • Assisting the Chair
  • Recording the minutes in the absence of a designated OARnet member.
  • Reviewing the minutes from Finance Subcommittee meetings.

Quorum
A quorum is defined as a majority of the voting Finance Subcommittee members. In making decisions, a simple majority of votes cast will affirm a decision.

Meetings
The Finance Subcommittee will meet on an as-needed basis, but not less frequently than twice a year. Meetings are called by the Chair or Vice Chair of the Finance Subcommittee, or the Chair of the OSTEER Executive Committee. Meetings may be held in-person, by video conference or teleconference, or any combination of formats. Meetings are open to all members of OARnet and OSTEER except for closed executive sessions called by the Finance Chair.

Changes
Changes to the Charge of the Finance Subcommittee will be recommended by the OSTEER Executive Committee and approved by OSTEER at a regular OSTEER meeting. In approving changes, a simple majority of votes cast will affirm the change(s).
